The main objective of this paper is to identify barriers to collaboration within the regulatory framework of edutourism in the industrial area of Bekasi Regency, Indonesia. This study is based on qualitative research through semi-structured interviews with key stakeholders (n = 14) and from transcripts of data processed with the Nvivo application. The theoretical approach and research objectives analyze the data based on what is seen in the field and confirm by each stakeholder interested in the research topic. These findings point to poor guidance from the government and "too slow" in transferring regulations into practical guidelines for implementing sustainable edutourism; this is a big challenge. The lack of functionality among stakeholders is due to local governments' limited role in utilizing their potential elements to synergize with industrial area managers through communication, coordination, consolidation, and collaboration. This study aims to encourage the government's facilitative leadership to gain support for tourism policies and understand the balance between tourism business mechanisms and stakeholder interests. The critical implications are mainly related to; policies, mutually agreed agreements, facilitators, planning & implementation, cooperation, and constraints related to tourism objects. Implications will be reached through a common understanding among stakeholders, and the government must be open to stimulating companies to open as tourist attractions through counter-cyclical policy.
